The problem is that there is always going to be plenty more rocks to replace what ever you move, and the trail just keeps getting to be a deeper trench. When it was a road, there drains probably on both sides and the road/trail was crowned. But years of sediment has built up and made the trail itself the place the water runs. This is what causes the erosion. IF you notice on lonberger, the water will run along the sides in places, then it will pool in the trail and causes mud holes. Re grading the trail could fix this, buts really hard to do by hand.
